What does it mean when the price says excludes Resort Fee? Does it man I don't need to pay resort fee whatsoever?

No, it means the resort fee is not included in the listed price. You will still need to pay the resort fee separately when you check in or check out.

Excludes resort fee” means the listed price does not include the resort fee. You will still have to pay it separately, usually at check-in or check-out. It does not mean the resort fee is waived.

No. "Excludes Resort Fee" means the displayed price does not include the resort fee. You'll need to pay that fee separately at the hotel (unless it's waived by the property).                                     clicker games

So your total cost = room price + resort fee + taxes/other applicable charges
